Streets for people or roads for cars:
How low cost changes can reap big benefits

Professor Simon Kingham of the University of Canterbury delivered a presentation titled “Streets for people or roads for cars: How low cost changes can reap big benefits” at the Metropolitan Transport Forum on April 1st, 2026.
Kingham’s presentation focused on the idea that streets should serve as places for people and community, rather than solely for vehicles. He highlighted research demonstrating that lower traffic levels on residential streets correlate with increased social interaction and stronger community ties. For instance, Christchurch research showed streets with light traffic (< 500 vpd) had an average of 5.1 connections, while heavy traffic (8,400-14,000 vpd) streets had only 2.1.
He presented studies on creating “temporary” people streets, finding that closing a street to through traffic led to increased recreation, neighborly interaction, and active travel, with residents supporting permanent closure. Another study emphasized the value of “bumping and gathering places” for social interactions and wellbeing, particularly for the young, elderly, and those working alone.
Kingham also addressed public opinion on street re-designs, noting that while people initially dislike the idea of changes, they often become more positive after implementation. He suggested trials can be beneficial but stressed the importance of proper consultation. Finally, he debunked common myths about cycleways, stating that they do not lower house prices or harm businesses; in fact, studies show positive or no impact on house prices and that cyclists often spend more at retail establishments. The key takeaway is that planning cities for people and places fosters community and social interaction.
